Chief Program Officer

The Council’s jurisdiction spans the western half of
the State of Washington, including 17 of the 19
counties from the Pacific Ocean to the Cascade
mountain range. The northern boundary is the
Canadian border, with two counties on the
Oregon-Washington border serving as the
southern boundary. This area has six of the most
populous cities in Washington, all on the I-5
corridor, including Seattle, Tacoma, and Olympia.
THE JOB:
The resourceful and community-focused individual
holding this position will provide leadership for
outreach and service to all youth segments within
the broader population. Using entrepreneurship
and a collaborative style, this individual will foster
and grow programs and membership in new and
innovative venues. Also included will be revenue
accountability, with demonstrated ability to partner
with the organization’s fund development staff to
work with funders and donors to support
programs and facility budgets. Primary objectives
include:
• Membership recruitment and retention
across all age levels.
• Management of neighborhood troop
programs.
• Management of outreach program initiatives,
many in nontraditional venues.
• Management of camp programs and related
property administration.
At Girl Scouts of Western Washington, we are
committed to serving girls who face sometimes
overwhelming obstacles. Here are some of our
unique and effective outreach programs:
• Girl Scouts Skills for Life – geared toward
girls living in public housing.
• Girl Scouts Fostering a Future – tailored to
the needs of girls in foster care environments.
• Girl Scouts Beyond Bars – a program for
daughters of incarcerated mothers.
• Girl Scouts in the School Day – meeting in
elementary and middle schools serving low income
populations to augment academic programming
during the school day.
• After-School Outreach – for underserved
areas and populations.
The organization is a leader in innovative
programming for girls in the areas of science,
outdoor education, and service learning. Day and
overnight campers make use of our amazing
facilities.
The Chief Program Officer will have approximately
90 full and part-time staff in multiple locations,
including 6 camp properties. Budgetary
responsibility will be approximately $8-9 million.
Success in this position requires the ability to
manage human capital and property assets in a
highly decentralized environment. Recognition of
the fundamental and strategic importance of the
large corps of volunteers is essential, for the ability
to capitalize on the strengths of volunteers is critical
to the Council’s success. Position to be filled in
February/March 2009.
BACKGROUND:
The essential capability we seek is the building of
teams to achieve organizational goals,
demonstrated through a minimum of 7 years’
progressively responsible senior management
experience such as executive leadership of
nonprofits serving youth, marketing and service
delivery in for-profit companies, higher education
leadership, and other roles where profit/loss and
the management of physical assets are part of the
job. Experience in youth programming and
delivery systems, strategic marketing, and
recreational facility management are critical
enabling assets, with in-depth knowledge of
volunteer relations a necessary attribute. The
ability to work with and through people will be the
most critical quality of the successful candidate. A
minimum of a bachelor’s degree is required, or the
equivalent combination of education and work
experience.
STATISTICS:
26,000+ girl members and 12,500+ dedicated
adult volunteers. The Chief Program Officer will
administer a budget of approximately $8-9 million.
The Council’s combined facilities include 8 offices,
6 operating camps, and multiple Girl Scout House
program centers. Departmental staff presently
consists of 90 full and part-time employees, plus
seasonal staff of up to 200.
